Panevėžys City Municipality aimed to modernize its urban planning and management processes by implementing a digital 3D city model that could support better decision-making and long-term development strategies.
The city needed a solution that could consolidate geospatial and infrastructure data into a unified environment while improving accessibility for planners, stakeholders, and the public. Existing workflows were limited in their ability to visualize urban development scenarios, making it difficult to effectively communicate planning decisions and evaluate future projects.
To achieve its smart city objectives, the municipality required a platform capable of integrating multiple data sources, supporting visualization, and enabling more efficient collaboration across departments and stakeholders.
The project team implemented a 3D city modeling workflow using Bentley’s ContextCapture to generate a high-resolution reality mesh of the city. This digital representation formed the foundation for integrating geospatial and infrastructure data into a unified model.
OpenCities Planner was then used to create an interactive platform that allowed stakeholders to visualize, analyze, and interact with the city model. This enabled planners to simulate development scenarios, assess urban changes, and communicate project impacts more effectively.
By combining reality modeling with an interactive planning platform, the team established a digital environment that improved data integration, visualization, and stakeholder engagement.
